東帝汶批準(zhǔn)加入《亞洲及太平洋跨境無紙貿(mào)易便利化框架協(xié)定》

東帝汶政府批準(zhǔn)加入《亞洲及太平洋跨境無紙貿(mào)易便利化框架協(xié)定》（Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific，下稱協(xié)定）。該協(xié)定由聯(lián)合國亞洲及太平洋經(jīng)濟(jì)社會(huì)委員會(huì) (ESCAP) 倡導(dǎo)發(fā)起，于2015年4月啟動(dòng)談判，2016年5月完成，先后有中國、俄羅斯、韓國、印度和印尼等近30個(gè)亞太經(jīng)社會(huì)成員加入，已于2021年2月21日正式生效。

協(xié)定要求成員方努力為跨境無紙貿(mào)易確立國家政策框架，利用現(xiàn)有或創(chuàng)建新的跨境無紙貿(mào)易系統(tǒng)，實(shí)現(xiàn)電子形式貿(mào)易數(shù)據(jù)和文件交換，鼓勵(lì)各方加快推動(dòng)“單一窗口”系統(tǒng)建設(shè)并將其用于跨境無紙貿(mào)易。

2021年11月，東帝汶啟動(dòng)國際貿(mào)易單一窗口平臺(tái)，整合有關(guān)部門涉及貿(mào)易環(huán)節(jié)職能，以標(biāo)準(zhǔn)化方式實(shí)現(xiàn)部門間信息共享，旨在通過單一窗口縮短清關(guān)時(shí)間，降低國際貿(mào)易成本，實(shí)現(xiàn)無紙化交易。

Timor-leste launched a single window platform for international trade to integrate trade-related functions of relevant departments and realize information sharing among departments in a standardized way. The goal is to shorten customs clearance time, reduce international trade costs and achieve paperless transactions through a single window.
